3. Collaboration among jurisdictions, agencies, and their related political and administrative staffs
4. Develop and maintain a cohesive management structure
5. Continuous team development, training and evaluation
Once a decision has been made to consider an All-Hazard Incident management Team, the most proven method of proceeding begins with seven basic actions and leads to a highly functioning and sustainable All-Hazard Incident Management Type 3 Team:
1. Determine the required level of IMT capability
2. Clarify IMT role within the Comprehensive Emergency Management Plan(s)
3. Assess availability of trained personnel for the IMT
4. Consider notification and dispatch processes
5. Create statutory authority
6. Mediate financial model/support
7. Developing and Activating the Team
